The car is so small that the wheel collider radius is 0.0022.

Maybe because it's so small, but no matter how much I touch it, it doesn't get better...

The symptoms don't work, the collider is half locked, shaking and moving freely by himself...

How can I make it work

Can you make the car bigger, so it is car-sized? Like, if you want a small car, if the environment looks really big the car will still look really small?

Try increasing the physics frequency by reducing the fixed timestep (Project Settings > Time > Fixed Timestep). Default is 0.02 = 50 Hz. For such small vehicles I'd use at least 500 Hz (0.002), or even 1000 Hz (0.001).
