Are we able to use substance plugin in production?

I mean in mobile platforms; I've downloaded somehow earlier this month but unluckily the substance plugin is unable to support mobile. I do feel that Unity is too eager to remove the built-in substance support; which causes us not being able to upgrade to 2018.1.
