Are there any Xbox on Windows 8 alternatives for small teams?

I was wondering if there is a social game network for Windows 8 with similar features to Xbox on Windows like single sign in, achievements, leaderboards, and gamerscore? I'm asking since Microsoft require a publisher, and it seems like they don't accept game submissions from starter game programmers.
