Has this bug been fixed yet? I think I'm doing something wrong since I get simultaneous states every single time I try using the Any State in any situation for every state graph I use; is the expected behavior for transitioning to a state using an Any State transition always that the transitioned state is the only one that is active for all situations? Or are there any legitimate situations where using Any State transitions leads to two simultaneous active states? I feel like it is happening to me too consistently for it to be a bug.

edit: sorry for the necro, but I was having this problem and searched this forum and found this thread to be fairly recent so I thought I'd just go ahead and ask here

A work around that I am using is as follows:

    WORK AROUND:
Make a transition (the transition node may be completely empty) from the Any state node to all nodes that may be in potentially be active when the any state is triggered.

This has worked for me successfully. Sadly, it can make a messy graph, but nonetheless it works. I'm still experimenting with other combinations of tricking the anystate to work.
