Animator Override Ignored Independent Layers Speed?

    I have 2 animation layers, 1 for body and 1 for head.
    I set layer speed independently, 2.5x for body and 1x for head.
    When I override clips for both layer, the animation playback only follow 1 speed; either 2.5x or 1x.

    Clips lengths are different for each animation.

    The animation plays at the correct speed if I didn't override.

    Is this a bug?
