Animator layer blending Additive/Override - works backwards

    In my animator controller I have two animations on two layers that I want to blend.
    So on second layer I have choosen Weight: 1, Blending: Additive, Sync: true.
    For this setting only second layer animation plays. When I set Blending to Override both animation are playing. Or the behavior of Blending works backwars or I am not understenging this fully. Is this a know bug?
