I would like to animate some short stories I've written and I'd prefer to use Unity for it since I have considerably more experience using it than Blender. Not only do I have a lot more experience with Unity, but if any of my stories are popular enough, I would like to make them into a game. This makes me lean towards Unity even more.

With the above in mind, would it be best to model in Blender then import to Unity or stick with Blender completely?

Thanks in advance for any advice!

    Use the tools you know.

I doubt anyone would recommend you animate whole scenes in Blender as they're likely applying motion to many different game objects in Unity. You may find Blender to be easier to make complex animations of single objects, especially around skinned mesh characters, but there are some Unity tools which can close the gap partially such as Puppet3D.
