Feedback Android SDK version management

Hi,
When I install a 2019.1+ editor from the Hub, it includes its own Android SDK/NDK tools.

but, those tools are updated way less frequently than the editor, so many Unity versions (e.g. every 2019.1 patch) will use the same Android tools.
currently they are downloaded and installed inside the Unity installation, therefore duplicated if you have multiple version installed.

it would be nice if they can be shared or otherwise managed separately (at least the download part)
