got this same error in unity version 2021.1.12f1 and after opening the source.properties file at default install location it has the wrong pkg revision version. update this to whatever it says to after you uncheck the box and this fix worked for me.

Still happens with Unity Hub 2.4.2
I installed Unity 2020.3.21f and NDK folder was missing.

    Same issue with 2020.3.22 / Hub 3.0.0
But 2020.3.23 / Hub 3.0.0 downloaded NDK correctly

Seems as though the different Unity versions install differently.

This is ridiculous that the Unity dev team cant keep this stuff consistent. I had this same issue with Unity 2021.1.10 and Hub 3.0. Seriously what gives?

I am considering writing an apk that does not run, install or do any thing. I call it 'Eat sh!t and bark at the moon.' I think it will be a hit. The idea is you pound on your pc keyboard hoping the phone will grow GPUs. It will be thrilling. I once wrote a real apk that was banned in islamic countries and Korea for gambling. It is a roulette calculator that incorporates coin flip statistics with the MartinGale betting model. It works. This is why there are limits on wheel betting that keeps the bet chain length at 3 - 5 spins.
But here is the thing. There are no accounts or any location to place money.
Just thought I would throw this in here to dispel any fantasies about getting famous or rich making games.

This is still an issue in 2022, Unity Hub 3.0.0, 2020.3.25f1 lts version. And none of the fixes I saw on the thread worked so far... Sigh.

Do we know what's the last version that will work? I'm going to reimport my game to that version--2021.2.7f1 still has the above issue.

I just did an install of: 2022.1.0b3.2528 beta.

And used Hub 3.0.0 to installed the required modules.

Next I tried to do a test build, I had the same error:
"You are missing the recommended Android NDK..." in "Preferences/External Tools/".

It appeared to be all installed, except the checkbox was not selected and the folder field was empty.

I located the folder, and selected the check-box... I tried to build again and it still failed.

    I then:

    1. Deselected the checkbox.
    2. Left the field filled.
    3. Confirmed that the 'source.properties' file was listing the correct version.

It built fine for me then.

I solved all of the problems I had with this on Windows by starting the Unity HUB in administration mode while installing new versions. This seems to make sure that everything is installed and running as it should.

Steps to get things working for me
    1. Uninstall the editor through Unity hub
    2. Close Unity HUB
    3. Open Unity HUB as administrator
    4. Install the version again

Same problem with Hub 3.2.0-beta.2 and Unity 2021.3.4f, but the NDK is missing instead of the SDK. The SDK was installed.

Unity 2021.3.7 was just released and this is in the release notes:
    • Android: Blind fix for an issue where executing Android SDK tool command would fail with missing java error. For ex., "Unable to locate a Java Runtime". Even though everything is set correctly in Preferences->External Tools->JDK. Also during the failure, Unity will now print environment variables thus helping identifying such issues in the future. (UUM-2106)
    Maybe that fixed it?

Also For me. For me it didn't work with the one in 2019.2.0b4/b5, as those are NDKr16 as well, but instead had to use r19(a).

I've been using Unity Hub 3.4.2. and Unity 2021.3.X for a few versions now (currently on 2021.3.26) and I have not ran into the problem for a few months.
