Am I dumb or is "Set height" not working?

    Hi! I decided to use unity terrain editor and played around a bit. When I was going to set height I realized that it just did the same thing as lower or raise terrain. I set my height to 2 and clicked and dragged on the terrain, but it just kept on raising the terrain to more than 2. So I started wondering if I'm dumb and don't know how to use set height or if it's not working. Please help.

    First off "I set my height to 2 and clicked and dragged on the terrain", You set height in the terrain settings, theres no dragging anything.
