Hi, It seems reflection probes can't be rotated.. doesn't seem like a good idea because not every building or area is a 90 degree fortress. Any alternatives? I'm looking to use them for a mirror and floors in a home, nowhere else.

They don't need to be rotated, they are sphere

Don't confuse the storing format with the internal use, it's access through normal map using an angle. The sum of all angle in all direction is a sphere, ie a cubemap is access AS a sphere internally. Notice they are also called light probe, and as such are represented as a sphere.

Okay, so how do I use it for what I need it for since I can't seem to bake it in a 'sphere' fashion to get the entire room (i.e. misses corners)?

Now maybe you are confuse by box projected cubemap too, used as local cubemap, which is a trick to get a point in space to sample the cube map, it's an approximation, it will never bake arbitrary shape. You need multiple cubemap in a concave scene to approximate it shapes, but it is generally good enough for most case.

Spherical influence area for reflection probes was added in HD rendering pipeline, but cubemap resolution limited to 128px there ((((.
