Add release notes at least to latest official release

Whenever a new officoal release is available, I find myself opening the browser, nvaigating to e.g. https://unity3d.com/unity/whats-new/2018.3.6 and checking the release notes. A tiny improvement for the hub could be to have a release notes button next to the latest official release and / or the latest beta and alpha release. Bascially just like the small question mark icon that explains LTS versions, a small icon button to open the release notes. I hope you get what I mean
