Active Input Handling Dropdown is missing, cannot change to new or old input system

    Using Unity 2021.3.0f1 There is no longer Active Input Handling for a drop down that would allow me to change the input to the new system or the old one.

    here is another Unity project same version and the drop down is there under configuration. Any one have any ideas? This is really hindering development without being able to access this.

    Deleting the Library folder brought it back for me (restart the engine after)
