Achieving an Effect like this.

    I want to get a look that looks similar to the image below. I am new to Unity and will need all the help I can get one this. Let me know thanks :)

    Are you new to game development in general?
    I presume that you're talking about the art style, right?

    It's pretty much the colorful texturing and low-poly modelling what defines this look.
    I don't know how far your knowledge is, but for a beginner it's very hard to accomplish.
    You also need to be talented creating those cute looking textures.

    About the rendering, if you want to have a similar blur / depth effect then you'll need Unity Pro to have those nice camera effects.
    The models and textures look pretty standard, as DennG said, it's all in the design.

    I am talented with 3D modeling and making textures. I already have a lot of the art and textures made. It's just the ingame shaders and lighting I need help with.

    Show off some of your work so we can see how talented you are. :)
    The shaders aren't anything special in the image you provided. The lighting is where you can deliver the quality you want to achieve. Check out some of the lighting information in the learning section tabbed at the top.
    I don't know if this quality level can be achieved with the free version but give it a shot! The shadows are standard shadow maps which is available from one light in free, but it looks like there are multiple shadow casting lights in the image, maybe not. All the character shadows are casting the same direction but the bottom right area looks like shadows from trees. This can also be faked.
    Look forward to seeing some of your work.

    For the lighting just use a directional light with hard shadows set to ~50% and adjust the ambient light in the editor render settings.
    The shader seems to be a standard shader with a fresnel rim light effect, I've done a quick one in Shader Forge, see attached file.

    Ah good catch @Kali2048 , I think you're right about the shader, though it's a very subtle frensel falloff in the image OP provided.
    In Max this is called a Frensel falloff material. I wish we could import materials as shaders from Max to Unity. :(

    Don't be sad, shaders are easy to do these days :)

    The fresnel lighting is the only unique thing for this mood. Reminds me of VivaPinata.
    The ambient light must be pretty bright.
    Another thing I think about is the fading on the ground. Look at those Stars between the surfaces. Maybe it's just decals. But it could also be done with a special terrain shader and a noise map to blend layers.
