Other than creating two separate organizations, are there any ways to set up access control within organization?

We have two separate teams within our company, which should not have same project/code access, so I would like to, at least on user level, to be able to control visibility and access to each project.

    Thanks!

You can add people at the project level, rather than at the org level. When you're adding people through the editor (using the people icon in the Collab toolbar), you're adding them just to that project and not to the org.

You can add people at the organization level here: https://id.unity.com/organizations

But at the project level: http://developer.cloud.unity3d.com (click on the project name, or create it, then in the users tab just add your people) or in the editor.
