A mobile game I want to build but I am not sure dose it work in unity

I want to build a game like "Audition Online" , just touch a list of arrow keys in a time limit, can it work?

And it's 3D.

The answer to questions like these is almost always "Yes". The catch though isn't whether it can work but whether you're able to build the game at this point in time and frankly if you have to ask this question the answer is almost always "No".

You need to learn game development and how to use the game engine you chose before you can actually make it. Unity has created a series of tutorials and while they may not cover the game you want to make they do cover some of the important concepts you'll need to know to make it.
