I need to find out what tools were used to create the type of immersive scene shown here:

Accessing via a mobile device has also has a settings option to be able to pan 360 with your device rather than a mouse pointer or finger.

What would be the best way to recreate this?

Guess there are some online tools to choose from to create the tour.
I have good experience from this one for example for viewing 360 panoramas, haven't tried the tour features though:

Assuming you already have the 360 views, or 3d models.
