I made my first game about 3 months ago, using some assets and watching tutorials, mostly learning how to use unity. It was a 3-D game. Now I want to make my own 2D game, but don't really know how to start. I've already sketched out everything and finished the storyboard, I just need to know what programs I can use to make my sprites and backgrounds, that are free. (An if there are any 16-bit type graphic programs I could use)

    Target platform(s)?

Create a new project and it will ask you to set it up for 2d or 3d. Choose 2d. Only import what you need. Then just go to your build settings and change your target platform. This is why you need to know all your target platforms ahead of time, it will save you hassle in the future. It is going to take a you a ton of research depending on your target platform(s). Each one requires some custom tweaks.

Here is something to start with:

    Good luck!

    Inkscape, Paint.NET, GIMP
Inkscape being a fave since it makes vector graphics.

I'm currently going through a Unity 2D book I got on Amazon. It recommends Aseprite for pixel art and animations--it's free and is specifically designed for pixel art, so it'll probably be more efficient to use than Paint.NET or GIMP would be for that specific purpose.

Those anybody know ones that would work specifically good on Mac, because inkspace and GIMP doesn't want to open?

Inkscape and GIMP work fine on Macs (well, aside from Inkscape looking and working like a Windows 95 app; GIMP is a little better). Make sure you read the requirements and follow the install instructions.
