2020.1.0a11 - Cannot move certain objects in the scene view

    Some objects, like a particle effect in this current case, can be selected in the hierarchy view but the "rect tool" is just not there preventing any attampt at moving them in the scene view. To move them, you need to use the "move tool" which is not necessary for other objects.

    In this image, the smoke effect is selected but the rect tool is absent. I've noticed this in other objects but I can't remember which ones.
