2019 material keyword bug

I reported this bug 10 days ago. But I even didn't get any reply. It's working in 2018.

(Case 1145965) The material and shader keywords is not working

The material and shader keywords is not working

1. What happened
The shader keyword is not working correctly. The transparent is incorrect.

2. How we can reproduce it using the example you attached
Open the SampleScene. And use menu Test/Test to check both Cube1 and Cube2 material is with keyword _ALPHABLEND_ON enabled. Check the frame debugger you can see the Cube2 material is without keyword _ALPHABLEND_ON.
It correctly enables the keywords in Unity 2018.3.12f1. The problem occurs in 2019.1 and 2019.2.
