Question 2019.4 URP Realtime Light Intensity Not Working?

    Hello,

    When using URP, I have to turn lighting intensity up to 100,000,000 in the inspector to see any light.This is true for standard Unity lighting, and any materials that have an emission shader.

    It's been this way for months, and does not happen with the standard pipeline. Having this problem specifically with 2019.4.6f1 - URP 7.4.1 and 7.3.1

    It seem the only way to "fix" it is to turn up Bloom to an incredible amount, which obviously isn't practical.

    Is this a known issue?
