Bug 2019.4 Sceneview camera has jittery movement and makes content flicker

    Hi,
    this is happening inside the sceneview:

    Zoomed in to show how the camera wiggles when panning, sometimes this is even more exaggerated to a point where the camera drifts in random directions. Additionally, all objects flicker, varying from slightly to extremely, when moving.
    In the past i had similar issues with flickering shadows or imprecise camera movements that could be fixed by re-focussing on a random object, but in 2019 it doesn't seem to fix it. But the flickering seems to be related to shadows nonetheless, as disabling them completely also removes the flickering.
    But neither disabling post processing, nor terrain instancing prevents it. Different shadow settings (bias, distance, cascades etc) also don't affect the problems, neither does adjusting settings in the scene camera dropdown menu (clipping planes, easing, acceleration).
    Windows 10, GTX 1060, Unity 2019.4.2f1

    New scene:

    It behaves a little different to the other scene though, as here it seems to also clip away content in the background (not in the other scene), which here hints towards disabling the dynamic clipping planes toggle, which makes the jitter a little less exaggerated, but still noticable.

    And even Transform handles are affected by this bug (2019.4.8f1):
