I'm not sure if this applies to 20.x or 21.x, but one of our projects is in 19.4, and I just installed the Jobs package since I needed the leak detection. It installed the latest by default which was v0.2.10-preview.13. The Leak Detection and JobsDebugger options still did not show up in the menu even after relaunching.

I went a short step back to 0.2.10-preview.12 and it's there now.

I know this one! You need to install Jobs AND Burst packages or else the leak detection stuff won't show up. I had the same problem too and was manually setting the Leak Detection via a script. I think it works since Unity already uses jobs internally.
