Question 2019.3 turns blank white and crash at win10

    I just bought a new and clean PC, the Unity 2018.4 works fine on this device, but 2019.3 always turns into a blank white screen at launch and crashs afterward.
    System : win10
    CPU : AMD Ryzen Threadripper 2990wx,
    GPU : Nvidia Titan X Pascal


    This drives me crazy, spent 2 days reinstall everything multiple times, but the problem still exists.
    Please help me if anyone knows.

    all drivers are up to date, win10 also patched every new patches. no specific configuration. also tried 980Ti, not working either.
