Bug 2019.3.0b2 Project Window / Inspector Window break regularily (Case 1182986)

    On the latest beta, project window and inspector window break regularily for me:

    This is an empty, freshly created project with Universal Pipeline added.

    All kinds of weird things are happening. One-column-layout is just empty and throws errors, Two-column layout is doing crazy stuff - note I'm only clicking with the mouse, not pressing any keys here.

    Previews behave weird as well. Note that there's a default icon, and then a preview once I select a texture.

    Some more notes:
    • Multiselect with shift does not work in 2-column-layout
    • Multiselect with ctrl behaves randomly (sometimes immediately deselects elements again) in 1-column-layout and 2-column-layout
    • Even example project is downright broken by this
    • This doesn't happen on a project I upgraded from an earlier version but happens everytime I create a new project on 0b2.
    Once Unity is in that "broken state" (after any exception) all kinds of random things happen:

    Also, selecting objects then clicking somewhere else (deselecting) leaves "Narrow the selection" in a broken state:

    @LeonhardP are you aware of this? Same issues happen on 0b3, but there is nothing in the Known Issues section about Project Window regressions.

    Some additional notes from my testing:
    • contrary to earlier Unity versions, EditorApplication.projectWindowItemOnGUI returns guid 0 until you select the object in Project Window, then it returns a proper guid
    • my assumption is that this is causing the above issues with "multiselect" (as all those items have the same "unique ID" in the TreeView) and texture previews (as no preview can be found for "id 0")

    And here's a GIF showing the GUID change from 0 to something on selection, and how to get the above exception with "TreeViewItems".

    For comparison, here's what the GUIDs do on 2019.2 (note nothing is 0):

    Edit: also seen in the GIF: another regression where selecting a package.json in Project Window prints a warning in Console about not finding a MonoScript in the package.json.
