2019.2.3 support

    Hi,

    we upgraded our project to 2019.2.3 but now our cloud build fail, because a dependency can't be resolved.
    The problem is that Cloud Build doesn't have 2019.2.3 support yet - just 2019.2.2. Why isn't this part of the release process, that cloud build support is intact?

    2019.2.3 is now available in UCB.
