2019.2.10f1 (and previous versions) 2D packages are not installed by default on 2D project creation

    For obvious reasons, they should be.

    How to reproduce:
    1. create 2D project,
    2. go to Package Manager,
    3. see "In project" tab.

    They are installed by default in 2020.1.0a11.
