2019.1 - unity failed to resolve project template, failed to decompress (hub 1.6.2)

    I'm trying to get the HDRP preview template going and getting the dreaded "unity failed to resolve project template, unable to decompress" issue.

    I see people say updating to the latest hub solves the issue, however I'm already on the latest of everything....

    I'm on WIndows 10 and the package seems to be a tgz (isnt that apple or linux?)

    Any ideas?
