2018 Package Manager: proxy issues are back

    It's been resolved in 2017.3 but in 2018.1.0b4 I once again have to disable Proxy under Internet Options when loading a project, then turning it back on. Otherwise Package Manager times out.

    I know about the workarounds, just wanted to mention that this issue has come back (or more likely: the fix wasn't merged into 2018 yet).
