Unity lacking a solid streaming system or some physics performance as you can see impacted a lot in their development because they had to code their own, while perhaps the game could have been already finished in UE4 that already have options for open world games. Anyway, this is only my opinion.

Hopefully they are reaching a state where the game will be good.

Unity's never been all that hot at the old streaming lark. Texture streaming is nice but there's yet more work to be done for everything else.

I just watched "GameSpot's Top 10 Games Of 2019" and looked up what game engines these titles use, just like I did last year ;)
    1. Resident Evil 2 (RE Engine)
    2. Apex Legends (Source Engine)
    3. Sekiro (SonyPhyre 5)
    4. A Plague Tale: Innocence (inhouse)
    5. Outer Wilds (Unity :))
    6. Fire Emblem: Three Houses (???)
    7. Control (Northlight Engine)
    8. Disco Elysium (Unity :))
    9. The Outer Worlds (Unreal Engine 4)
    10. Death Stranding (Decima)
According to this list, it seems 2019 is the year of the custom/in-house engine again.

And Outer Wilds is not exactly an advertisement for Unity. It's an impressive game, but it's riddled with technical and performance issues. That's not exactly Unity's fault, but I'm guessing being a Unity game didn't help much either.
