You must make it relative for it to turn 720 degrees. So your code would look like this: HOTween.To(b.transform, 1, new TweenParms()....
You can actually do this: HOTween.To(transform, 5.0f, "rotation", new Vector3(0.0f, 0.0f, 720.0f), true);
