i'm having exactly the same issues... it even seems like the specular alpha image gets completely ignored. i tried with different alpha...
since Lightmapping, AO, Ambient are all DIFFUSE affairs, a Lightmap SHOULD NOT kill Specular with "Shadow Distance"... unfortunately it does.
the "Shadow Distance" in the tiny editor window is just for testing. To set a fixed "Shadow Distance" go to: Edit > Project Settings > Quality....
just felt the urge to post this: based on the "free clouds" example, but with a better sprite that was slightly colored with blue and sandbrown...
