I still think it's a workaround since I can't recall doing this for some of our older games with Dynamic Decals built in 2017...

Did you try a development build and connect it to the profiler?
Maybe it will give some indication where performance is lost or memory is leaked.
We're not experiencing any issue regarding fullscreen on the same Chrome version.
Are you using your own template to build or is this the default...
