I tried it, and InputSystem.onEvent has actually called by higher rate than frame rate!
How to get frame rate independent game pad input with new inputsystem?
I tried to use new inputsystem. but it seems still frame rate dependent...
delete Library folder and open unity, it let unity remakes Library folder. and reopen unity, it fixed for my case.
