No problem with TextMeshPro
There is no connection with TextMeshPro, I was just saying what I am using to render the UI.
I am using a screen space overlay canvas and then Images and TextMeshProUGUI.
2019.3.0f5 is mine
@aleksandrk I experience the same issue (dark UI) with LWRP/URP using color space linear on Sony Xperia Z, Adreno 320.

If anyone is interested, I solved the problem by confining the center of the camera and modifying the boundaries of the confiner.
