    It seems to work if I force it to version 2018.2.16f1 of unity instead of the newest version.

    We are having the same issue. Looks like maybe the issue is related to 2018.2.13 building

    Packages inside package folder empty

    If you install new version of VS and then delete all those extra folders from Packages and then restart VS it works.
