I'm no expert about terrains but what I read is that you should set the baking resolution really really low for terrains. Like 0.1 or 0.01.

Yes I think so, When scaling z -1 you basically reverse the model and the textures on it including the no longer correctly displayed normal map.

Don't use directional specular this will give you lots of artifacts most of the time.
