ah it was simply because I was setting the terrainLayers per an array entry rather than setting the entire array in one go.
I have the same problem as @ghtx1138.
If I set the texture layer in the inspector I have no problem but trying to set in code gives the blue box....

I already noticed 2018.3b released yesterday had this in the release notes:
After reading around a bit more I'm coming to think this is just for faster access to the data via a native array rather than the component data?
