Well that's because you have 300 buildings... Try to delete this object and recompile prefab database (Window/uConstruct/ Update Prefab Database),...
Well, you do need to scale it manually but if you change the scale of the building it should adjust accordingly.

Uhm checked the code and it looks fine...
Make sure that the building.maxHealth is bigger than 0,
and make sure that you don't decrease the health...

building.Health -= value;
To assign initial building value - building.maxHealth = value
