I am looking for help with this issue as well. While using the response files lets me compile the project, it doesn't actually seem to do anything.

Everything I have ever seen from Microsoft, in this regards, has stated that Windows 10 is a requirement for HoloLens development.
When this happens,in my experience deleting my sln files and re build from unity fixes it
