Was able to recreate both restart instances in a new, empty project, so sent that with the error report.

Just found out, going to the Asset Store tab in the same version opens Unity Hub instead of opening the Asset Store.
Launch Project/ Unity Hub 1.5.0/Unity Alpha 2019.2.0a4 creates another Instance of Unity Hub which has to be closed.
Seems to have worked, would have to do more tests, and about 7x faster. The processes didn't seem to use much GPU or CPU.
